Procedure for Election of Officers
Election of Chairperson, Vice-chairperson and Secretary:
Election of a Chairperson, Vice-chairperson and Secretary of the Staff Advisory Committee will occur at the September monthly meeting. Nomination(s) will be given verbally, the nominee(s) will accept or decline and a secret vote on paper will be collected. In the event that the chairperson cannot attend a meeting, the Vice-chairperson will lead the meeting.
Term of office is to be one year, with consecutive yearly terms if elected.
Guidelines for Staff Service Awards
Policies for Staff Service Awards: (To be given at the Dean’s Staff Appreciation Luncheon each year.)
Eligibility:
All full-time, regular University employment (the last ten years of which are continuous) is counted. After ten years continuous service, an employee may pick up previous years’ service and add these to the continuous years.
The program recognizes service of 5, 10, 15, 20, 25, 30, and 35+ years.
Any new employee to the College in a given year becomes eligible for service awards when reaching the new five-year anniversary relative to their University employment.
Awards:
      5 years - Bronze tone medal set in a letter opener, engraved
      10 years - Acrylic Obelisk with embedded College seal, engraved
      15 years - Nickel tone medal set into bookends, engraved
      20 years - Gold tone medal set into pen set
      25 years - Globe on a base, engraved and University Chair
      30 years - Framed print of Old Main and the Obelisk, painted by Nancy Strailey, attached engraved tag
      35 years - Fine silver medal in a cherry wood display case with an attached engraved tag

Guidelines for Staff Recognition Awards
Eligibility:
EMS Ambassador Award: Full-time or part-time staff member with a minimum of 12 months of service in the College of Earth and Mineral Sciences.
Circle of Excellence: Full-time or part-time staff member with a minimum of 12 months of service in the College of Earth and Mineral Sciences.
Future Star Award: Full-time or part-time staff member with fewer than two years of service (as of January 2nd) in the College of Earth and Mineral Sciences.
Nominations:
Nominations may be initiated by any faculty, staff or student in the College of Earth and Mineral Sciences. Each nomination must consist of:
      A completed nomination form
      Two supporting letters of recommendation
      No more than three additional pieces of supporting material may be included
      All nominations must be award specific, no generalizations
Selection:
Selection will be made by a committee appointed by the Dean of Earth and Mineral Sciences. The committee will consist of four (4) staff advisory committee members and three (3) previous Staff Recognition Award winners.
Frequency:
      All staff are eligible for each award, based on award eligibility criteria.
      Staff members may be nominated for each award, by different nominators.
      Staff members may receive no more than one award per year.
      Staff members cannot win the same award more than once within a five (5) year period.
Guidelines for the On the Job 100% Award
Objective:
To encourage, promote, and reward time on the job – not to measure sick leave. Sick time has been chosen as the best criterion; however, the focus should remain time on the job.
Eligibility:
An employee must not have any absence charged to sick leave on their vacation card; however, an employee is allowed to have five days of family sick leave.
An employee is allowed to have health maintenance provided; therefore, doctor, dentist, optometrist, etc., appointments are acceptable. Note these as such on the vacation card.
Wage payroll employees are not eligible for this award.
Time Period:
The time period for this award will be from November 1 to October 31. On the last working day in the month of October, vacations cards should be submitted to the supervisor for appropriate signature, with a note attached asking to be considered for the On the Job 100% Award. The card should then be forwarded to the Dean’s Office for consideration.
Clarification:
As specified in the Penn State University Staff Employee Handbook: Except as otherwise provided, an absence is chargeable as sick leave only when the employee is unable to perform his or her duties because of illness or injury.
Penn State also follows the United States Federal Guidelines that states: Any employer is required to treat pregnancy and maternity leave the same way they treat any other illness or injury.
EMS Staff Centennial Award
The application should include:

Please list expenses that you have incurred for courses and/or training to enhance your educational and professional development. Attach copies of canceled checks/receipts and a grade report for reimbursement of expenses. Applications must comply with eligibility requirements set forth in the award guidelines, available from the SAC Chair, and Vice-Chair. Applications will be reviewed by the Staff Advisory Committee in July of each year and based on funds available, and the number of applications received, reimbursement will be distributed. A letter of support from the department head must accompany the request, should be in a sealed envelope and not be viewed by the staff member. Please attach a memo to explain how the courses/training benefits your Department and College. (Two memos are required, one from your department head supporting the request and one from the applicant requesting reimbursement).

Criteria for Selection:

2. Has first approached work unit for support and have been denied. Reason for denial must be part of application. (Not to exclude application but to help prioritize applications).
3. All employee tuition benefit options should be exhausted first before requesting support when course work involves tuition expense.
4. Formal degree program(s): Support for each semester while working towards a degree and maintaining a passing grade.
    Non-formal degree program(s): Completion of HRDC, Continuing Education, and non-degree credit courses.
5. Work units who don’t support staff may not be over represented nor should work units who provide >unlimited= support be under represented. No bias.
6. Reimbursable Course work - credited courses registered in support of degree requirements. Professional development courses which enrich personal growth and enhance ones knowledge and skills which benefit your job/position.
7. Memo from Department Head in support of the request must accompany application for reimbursement.
      a) Memo must state department has provided $______ amount of support for this applicant.
      b) Why this individual is deserving of EMS Staff Centennial funds.
      c) How these courses support the development of the individual.
